Expertise in real estate of the Defence Forces
The Construction Establishment of Defence Administration is a net budget organisation accountable to the Ministry of Defence. We are responsible for building the Defence Force properties, as well as for the upkeep and energy services related to these properties during peacetime and in states of emergency. Knowledgeable of the operations of the Defence Forces, we are experts in defence properties and the special requirements related to them.
As a result of the real estate reform implemented in the Defence Administration in 2003, the real estate assets held by the Ministry of Defence were divided according to asset categories among various organisations, including Senaatti Kiinteistöt, Kapiteeli Oy, Kruunuasunnot Oy, National Board of Forestry, National Board of Aviation and Finnish Road Administration. In this reform, the Construction Establishment became responsible for the expert functions and organisation of service production related to the real property administration of the Defence Forces. These tasks have been further complemented through the Ministry’s instructions, according to which the Construction Establishment will also be developed into an expert organisation responsible for the international challenges related to the Defence Forces’ real estate administration.
The Ministry sets the Construction Establishment’s performance objectives, and the parties sign an annual performance agreement. The practical steering powers have been delegated by the Ministry to the Defence Staff.
The Construction Establishment’s central unit is located in Hamina while the seven regional organisations – Southern Finland, Häme, Western Finland, Eastern Finland, Central Finland, Kainuu and Lapland – have their own Regional Offices and Local Offices. There are 904 staff, and the net sales of the Establishment was €161 million in 2011.
